The Golden Boot is supposed to be Judged on International performances so I guess it will be announced after the Four Nations.

Actually, that very subject is being discussed right now!
More details will be revealed once decisions have been made, but it will definitely be after the final of the Four Nations, for exactly the reason given by the previous poster.
