There is a difference between, best, most, most of the best, etc.
Define local, is Paul Cooke a product of Hull FC or Hull KR? another question is, is he a talent or a talent wasted.
Is local born and bread within x miles of a club, what is local when aa player is X/2 from two clubs.
SL clubs and championship clubs don't 'produce talent' they buy into it.

Aye probably Wigan, then Leeds.
But I was thinking this question earlier, which is more noteworthy; the location of the amateur club, or the professional club?
Take James Donaldson, is he a Bradford product or a Cumbrian one?
(This was because I was wondering which was more important/powerful for development, the amateur clubs or professionals?)
