Why is it that since 2000, teams based in England have won this trophy 7 times to Australian based teams 4, yet at international level we are now also rans?

Almost spot on!
Definitely true that if we had to play UK based players, we wouldn't have won it so often.
Compare with English soccer clubs' success in Europe with dire England tournament results.

There is surely more to it than that though. Prior to Superleague, when our top sides were more home grown than now, England (or GB) won the RL World Cup 3 times and were runners up 4 times. Now we come a poor 3rd.
Is it poor coaching, lack of fitness or outmoded tactics?
I don't know the answers, wouldn't be sat here if I did, just posing the question.

Sky and Superleague is the cause, with its closed shop and poor management by Red Hall.

I just wish that someone, from many of the sports which have sold their souls to the Devil called Sky would turn round and say "Get lost, we want to play the game at a time to suit our supporters, not your scheduling." Can't see it happening though
