Y'see some groups of people are protected and only a bigot would say anything negative about them. And others are deemed "fair game" and negative comments are to be encouraged.
FWIW I find Londoners unfriendly and cold but living there myself made me adopt such attitudes. It's just a defence mechanism from having to live in an overcrowded city.
I certainly wouldn't describe Devonians or southerners generally that way. This could have happened anywhere.
