Drive arounfd Bradford City Centre at night. it's full of cars driven by young ethnic-Pakistani moslem lads speaking to each other on hand-held phones. The cars cross lanes and turn left or right without signalling. All this is captured on CCTV and 300 yrds from the main Police HQ. I have yet to see one of these cars being stopped by the police.
Do I think I could do the same thing and not get stopped by the police? No.

I dont know, but wouldn't mind betting that those three areas of Birmingham also have proportionally-high populations of ethnic-Pakistani moslems.

This 2001 document by GV Mahony throws more light than heat on the problem. To my impression, there has been no significant improvement in the interim period.

I have a friend that has been prosecuted for being on a handheld phone whilst driving. I have a hands-free device, costing £40 ... why can't those ethnic-Pakistanis get one as well.

That's why they are driving cars that are worth £3000 - £20,000 or more. They include Range Rovers and the like and very rarely include old bangers.
