I find it more amazing that some people can't appreciate this anomaly as a part of our social history, instead prefering to ignore it hoping it will go away. Or do they think that even to discuss such an unusual situation, will somehow bring hoards of rabid racists out of the woodwork?
I'm sure StHelens will have had a lot of irish immigrants from the mid 19th century at first coming in to escape the famine.
I should think nowaday's the foreign migrants I.E Africans etc will make for the more well known and larger populated connibations such as Liverpool and Manchester

There was quite a large influx from Wales in the last century, moving to St Helens as Welsh pits became exhausted, or so I've been led to believe. Indeed, I think I'm right in saying that there is still a chapel in St Helens conducting services in the Welsh language.
There has been an influx of Polish workers in the past few years. I think mainly to work in the Ormskirk and Burscough agricultural areas. Though of course, unless they open their mouths, you'd never know. I have however had a lot of them stop to admire my MZ's, as they were probably the most widespread of eastern european motorcycles. On bloke wound down the window of his car at a set of lights and took great pleasure in telling me what I wonderful eastern European motorcycle I was riding. He was delighted to see it.
Another time, I looked up from filling up my MZ Trophy, to see a minibus of workers all staring at my bike. I'm amazed the bus didn't fall over, as those from the far side of the bus had all rushed over to have a look. I waved and they all waved back. It was quite heartening really.
I think you are right in what you say though. There is no longer a large employer to attract people in, so I think that unless something changes, we can expect the existing ethnic populations to expand around their current focus.

I guess it depends whether you count London as separate boroughs or one city but got to be the opposite end to St Helens, though it has fewer minorities than Leicester and possibly Birmingham. However, those cities have a wider variety of people than just 2 ethnic groups so don't seem to have the same level of problems (Birmingham does occasionally have trouble).

Part of St Helens is nicknamed 'Donkey Common' due to an influx of Irish immigrants years ago.
And no matter personal opinions of the town, I remain proud to have been raised there.
