For all his faults Ken Clarke seems to be looking at the right things with regards to rehabilitation. Locking up too many people on ineffective sentences in places where drug use is rife is not the way forward. Its scary when labour is more illiberal than the tories.
Getting people off drugs will have a greater impact on crime than locking them up. Rehabilitation is not a dangerous concept.

There ate too many people on short sentences for non-dangerous crimes that may be better off on community sentences perhaps. But when people are attacking pensioners or disabled people and getting away with community sentences (and it started under Labour) that is very dangerous.

there are other people in prison who shouldn't be as well-the mentally ill, the socially inadequate, whilst there are people who should be locked up who aren't. I'm not sure whether attacking pensioners and disabled people wont get you lopcked up though...if that isn't the case then it's a scandal.

I've read a few newspaper articles about it (one of the more recent was someone who attacked a terminally ill pensioner and merely got a suspended sentence and community service) but not sure what percentage of such incidences result in jail
