Singapore is one the 3 places that i have suggested in the past hold the WCC along with Hong Kong and Bangkok.

An obvious place as it's a stopover between the UK and Aus. Hong Kong would be more suitable with the RU matches taking place there. Interesting to see if the Singapore development comes off though. Nice enough place - but far too humid for my liking.
