What is interesting is the rlef reserving the right to work with whatever adminstrators they deem most effective. Th London seminar for example was part of this strategy and they invited USARL delegates implying to me that they have definitely intervened in the USA dispute. I also like the greater emphasise on replacing the RFL efforts in europe with for example RLEF match official and raising the profile of the RLEF itself. They are starting ot make the RLIF look anemic in comparison.

Also would be very good to see the membership scheme take off I would definitely join up to support international development.

Hopefully the Pacific version of RLEF (one was set up recently, wasn't it?) will develop along similar lines.Let's hope the RLEF eventually morphs into the RLIF for the good of the game.

What stands out for me is the emphasis given to empowerment, self-sufficiency and culture. One thing I've noticed with rugby league in Scotland in recent years is the building up of expertise, through courses for coaching and officials (plus opportunities to put skills into practice), business management activities (and the tapping in to various funding sources), and the devolving of more and more responsibility from the RFL to the SRL. This has obviously been the strategy that all involved parties have been working to.
This move towards self-sufficiency is essential if rugby league is to become an established part of each nation's sporting scene. Domestic development, thankfully given the appropriate attention in the strategy document, is absolutely essential to that.
What is really exciting though is the desired outcome 'Longer calendar may result in reduced reliance on expatriate players leading to national teams that are more representative of a nation’s domestic activity'. Can't happen soon enough, for me.

Hopefully the Pacific version of RLEF (one was set up recently, wasn't it?) will develop along similar lines.
Apparently the Pacific version is just in name only.

I know Danny K personally, so the thoroughness of all this comes as not surprise to me.
I realise this approach hasn't been met with universal approval but at least there's a clear vision and a little quality control being applied.

Vision and quality control comes across loud and clear. It is about time that RL put priorities and a strategy in place for international development.I know Danny K personally, so the thoroughness of all this comes as not surprise to me.

I've spotted some grumbling here and elsewhere.
I guess the problem is that previously an enthusiast in, say, Helsinki could set up a website, scrape together 13 players and declare that a federation has been formed. In some cases this has been a catalyst for meaningful development but elsewhere its led to embarassment. Whereas all of a sudden there are protocols, rules and expectations; you can understand why this might have ruffled a few feathers.
