I have posted about this before..... it is a great vehicle for the RFL to promote the sport.
Kids - (especially 'non-rugby' ones)can play safely.
Women - can enjoy the fitness and try the sport
Corporate teams - companies can get involved, exposure to potentialsponsors etc
amateur RL clubs - can benefit by picking up players who try the Touch format and enjoy it.
The RFL - can pick up fans. I played touch rugby a lot, and if i ever attended an RL match with any other Touch players, they were always struck by how close it is to their sport (Touch), an therefore easy to follow.
Crucially, they are pushing it as Touch Rugby League - keeping the RL branding to the fore, and assosciating it with 'Rugby League'.
One area they might want to look at is getting it into the biggest cities asap - manchester, leeds, birmingham, london. Corporate teams there could do wonders for increasing awareness of Rugby League, uncovering potential sponsors etc.
Well done RFL.
