In spite of having two seasons left on his Hull KR contract, It would appear so.

On 13/2/2013, Hull City's owners the Allams, released a statement in their position as the owners of the KC Stadium Management Committee. One line in this statement read as follows....
"The SMC's principal responsibility is to remain neutral"

Yea I saw this other day surely greens n smith are hardly a SL champion combination n contracts dont mean much these days if hull kr are hard up they might just be glad to get his wage off the hands

Yep, Blake Green has definitely signed for Wigan. Best of luck to him. Felt sorry for him this year because his illness and subsequent injuries have really hampered any chance of finding some form. He has missed 16 games this year.
He was on contract until the end of the 2014 season so he will have commanded a fee, which is likely to subsidise the alleged signing of Penrith's Travis Burns as a direct replacement.
This means our quotas are as so:
NON-FED/KOLPAK
(1) Constantine Mika
(2) Mickey Paea
(3) Corey Paterson
(4) Evarn Tuimavave
OVERSEAS QUOTA
(1) Michael Dobson
(2) Corey Paterson
(3) Evarn Tuimavave
So we've cut our foreign players down by 50% thus far. I'm sure this will make some really, really cheerful!

I can't even remember what the dispensation was for it was that long ago. His mother is English, although I'm sure he told me she lived in Rhodesia for a period of time as well, so he's 'half-English'. He has a fiance, young son and has bought a house so I don't think he'll be going anywhere now.

If Green is being replaced by Travis Burns, I think HKR have got the better part of the deal.

That depends on how much each player is being paid by their respective clubs.
Average player at £10 per week can be better value than a great player at £100 per week, if the £100/week a player only adds 10% to performance but the £10/week player adds 11% (due to filling a week link), who gets the better deal. Who gets what out of a deal depends on who needs what.
Quite simple really. Both sides want/need a half-back, Burns is the better player, whether respective salaries are poles apart or otherwise.

You said "who gets the better part of the deal", you didn't say who gets the better player, there is a very, VERY big difference, Two teams could be signing the same player, the value to the clubs can be taotally different and by value I don't mean price.
HKR replace Green with Burns. Wigan replace Finch with Green, who is getting the best value for their team?

Whichever gets the better value for money. Are you being deliberately obtuse? If Green's style better supplements the other players in key positions, if he is on less money than this Burns fellow, then he's better value. As we saw this evening, it's the balance. Dorn works brilliantly off Gower. Myler and Ratchford can't read a game in extra large print. Who is getting better value?

You seem to be contradicting yourself there. If a player is a better fit, then monies are moot.

Not quite. My reference to value, was in response to Padge. Not sure how you could put a complete set of criteria on value, as the factors are many and varied.
