It's a complex issue - if it was easy it would have been sorted long ago. The desire to bring logic and fairness to qualification is sensible.
There are so many exceptions and previous practice that I just wish them luck and will follow progress if any with interest.
It would be OK if all the representatives were to play where their hearts are not just where their wallets fatten.
Still this is the real world.

The way SOO is going at the moment you seriously could have more Kiwis playing in it than Aussies in 5 years. You should have at least been born in a state, or had a majority of your education their, and have also lived their for over half your life before playing for it.
