strange that a lad can play pro at at 17 (previously 16) but the amateur game recognises them as kids until they finish playing at U18 level.

Yes, although their parents sign the Open Age Reg form that allows them to play with adults at amateur level which may mitigate against some of these issues. You certainly wouldn't let an adult change with an U18 team, yet an U18 player can be in an Open Age changing room.

The amateur game has it right. They don't do it out of the goodness of their hearts.
It's due to the Children Act (1989) and (2004) that that states all under the age of 18 must be safeguarded.

They must also be safeguarded from being seriously assaulted, and the age of criminal responsibility is 10.

If you have seen an offence Pluto, bring a criminal charge under section 6(1) of the Prosecution of Offences Act 1985.
