For rugby league to move forward and expand its catchment area, a central governing body is required.
The RFL are a professional body, we adhere to the match-play laws from junior through to senior level which are approved by the RFL.
From what I can see, the operation of the amateur leagues is still being left to their own governing bodies.

What is the problem?


We have a central governing body and there are few problems on delivery.

Try comparing with a franchise system . The 'product ' owner authorizes delivery of that product to people with a vested interest who can in fact deliver better in their own areas. than the ' owners ' .

Hence effectively the NCL deliver Tier 3 , and the Pennine League the winter game

did Fryston not apply to join the NCL this year? or do they fail the criteria as i've never heard of them having an A team or an 18's? i know when we played them about 4 years ago they mentioned that they had a 5 year plan with the ultimate aim to join the NCL.

They fail the criteria. But some applicants failed criteria and still applied.

For some reason not telling us the 9 others.
It's the wrong way to do it

Surely if the RFL really did control the NCL they'd have told them to include the other 'non heartland' clubs not on this list that applied for membership of the NCL next year? I know of at least two - there may have been more.

Yes, but there are clubs now outside the NCL competition (such as Bristol) who have been competing in a Tier 3 competition and have proved that they are able to compete, travel long distances etc. If they NCL do not want them, what happens to them? If they want to play Tier 3, surely they should be accommodated in the structure somehow?

The point I'm getting at, I suppose, is that the RFL is keen for "tier 3" competition to be available for all who are willing and able to compete at that level. That will never be achievable within the NCL unless it has regionalized divisions or allows a competition under its banner for clubs South of the heartlands. I know Hemel and Skolars have been in before, and Coventry and Nottingham are likely now their application has been voted in, but that still doesn't solve the problem in the long run.

I think there could have been up to 5 expressions of interest outside the heartlands rejected but unsure if they were all full applications

im told the rejected / withdrawn applicants were...
Rylands, Bank quay bulls, mancunians, bristol sonics, bramley, warrington wizards, kippax, northampton demons and south wales.

Rylands does surprise me though before their implosion would have been a good addition. A couple of bids that don't surprise me but perhaps didn't spend long being considered. Northampton and Bristol must have been the closest to being accepted though when Bank Quay have done up their ground Is expect they'll get in.

They started a reserve team recently but just checked and they only have 2 junior sides which probably isn't enough.

I'm led to believe the ground horribly fails criteria though not just a bit.

The clubhouse is a car journey away, I believe that is the main stumbling block. There are changing facilities on site but that's about it

RE Rylands, they'll be back in a couple of years, if they'd kept their Open Age team going over the summer I reckon they'd have been in this year.

RE Wizards... unsure on why they applied without any Junior setup

Milford Club to Pitch is a few streets away and is walkable, Bank Quay pitch to club is a couple of miles

Looks like they reformed in the winter which is a stumbling block.

What about Woolston Wizards and Bank Quay Sharks (or Rylands Bulls)? Would triple Warrington's NCL representation. Probably not very popular though.

Woolston / Wizards may be the best bet due to the intertwined history of the clubs. Woolston's junior ranks are growing faster than Bank Quay. Rylands are already there for juniors, just need the Open Age aligned to them

I wasn't aware there was a race on to get another team in quickly - and that it would have to come from Warrington.

At the time of application, neither Bank Quay Bulls, Warrington Wizards or Rylands met the NCL criteria and clearly either of these clubs can only think of applications in the future - but not now.

There isn't but the NCL has ambitions of 56 members in the future which would allow another 6 members (or 7 if Coventry go Championship 1). Warrington would seem like a fruitful place to look IMO though I'd like to see Blackbrook and Walney Central return. I can't imagine Yorkshire will provide many more sides given they mostly play winter below NCL
