The stand is already available having been donated by Salford from the Willows, and is being held in storage some of which I have seen for myself and only wants erecting.
I would think the stumbling block is with our wonderful Council and the fees they require just to apply for planning permission, which you would think they would waiver has other local authorities have to help improve facilities
Again, news to me!
In terms of the council, if they were seen to be waiving fees for a single limited company in the borough, that would open the floodgates for them wouldn't it? I'm sure the fees will have been costed into the project by CH, so can't see that being a stumbling block
