Why can't we all just play to the same rules?

It drives me barmy that Rugby League has (seemingly) half a dozen different versions of the rules for different games. I can cope with things that reflect the level at which the game is played (duration of the game, different numbers of substitutions etc) but when it comes to how the game is actually played, it's just confusing to players and spectators alike.
Even the match officials don't always get it right - Scotland and Ireland were only allowed ten subs last month - should have been twelve under International Rules.

why bother as we know that within 2 years the aussies would make changes to there own rules wether anyone else liked it or not and we would be back to the current situation again
ah a sunday night in front of the telly watching old rugby league games.

That would make sense - only we're not playing to International Rules either.
