would we need planning permission to lay those concrete "plinth's" ??

I would suspect so. As we need planning consent for terracing just 3 or 4 steps high on the Whitebank Road side, so applying the same rules I would say yes.
The good thing about it all though is it can all be seen as progress and shows us that something is happening even though we are not making a big noise about it.
