when does a penalty become a silly pennaty??? we the paying sky public have a right to know!!

I'd suggest just about any penalty on the last tackle or a hands in after the ref has called held, some of those aren't just silly they're plain stupid.

What this person said. Another silly penalty is one that a team concedes when they have possession.

To me the essence of a silly penalty is one where even if you get away with it you gain nothing, eg flopping whe your defensive line is already back 10 and ready .
