Surely if the referee has the final decision whether a goal is awarded in the case of a split decision by the touch judges he should be positioned with the touch judges or have the kick retaken from the same spot, if the touch judges cannot make a decision.

I do think a retake is a genuine solution, rather than giving him the final say. Because again, a referee had the calls that decided the result of a sporting competition. A referee should never have the ability to decide the result, only the ability to ensure a fair match
