Is there a case here of Catalans being punished more severely than the English teams?

As an outsider it appears Catalans players seem to get heftier penalties than the same offences caused by English players.

When I watched hull v Catalans on TV to me the ref was quick to blow his whistle when Catalans laid on in the tackle but wasn't so quick when it was Hull

Its the first time I have seen the incident and I am not sure what the problem people are finding with the ruling. After it became a big problem in the NRL they have really been clamping down on it so Lima should know.

The only reason to tackle like that is to try and hurt someone, it's not needed
