I think it's referred to as vehicle tax now:

Having recently started work in central London, I have to say that, compared to my last stint there, the percentage of cyclists who ride like sensible grown-ups has increased significantly.

However the ones who ride like the universe is obliged to revolve around them are still a large minority, and are a menace to pedestrians. The more of them who pick a fight with a 38-ton truck, the better.

I remember how I used to smell after a long and energetic bike ride. Thank God I wasn't taxed for it...

 Road tax is for a vehicle not a person, I have to pay for all my vehicles separately.

Zero. 

 

Unless the govt wants to stop people cycling, that is.

It's not a road tax, it's a vehicle tax. There is a massive difference.

A Road Tax (the Road Fund Licence) is a dedicated fund for the building and maintenance of Roads, in the UK this was abolished in 1937.

Vehicle Excise Duty is a tax on vehicles that goes into the overall tax revenue pot, it is not ring fenced in any way.
