Has the Middle East/Africa World Cup qualification spot been canned?

Just seen this on the RLWC website  via Twitter 

The RLIF are yet to receive formal intent from any African team to take part, therefore until they receive any, the World Play Off in October/November 2019 will be between the USA and highest ranked Asia/Pacific team, currently the Cook Islands.

What's really funny. is when the RLWC posted the update on FB, the South African Rugby League association confirmed they would be playing next year 😂

I wonder if anyone realises the Cook Islands have a population of 17,500.

Based on no facts at all I would assume they have around 4 or 5 thousand of the population to draw a team from (probably more like a couple of hundred)

Most Cook Islanders live in New Zealand and Australia. Citizens of Cook Islands are also citizens of New Zealand. So the population isn't as low as stated.
