I have seen some places littered with rubbish, especially shrub areas in town centres. I recently noticed one guy throw a cig end away outside a pub even though a bin was provided. If there is more litter, and I'm not convinced either way, I'd tend to blame those who throw it down, rather than just employ more people to pick it up. Something that doesn't help is that the edge of our patch we have a Tesco store and the trees into the residential estate tend to be full of Tesco plastic bags yet Tesco don't see it as their problem at all. And they wonder why they have a poor reputation. When I was working in Inverness there was a Burger King close to the office in which I was working. The road around it was always strewn with their packaging, despite the car park having lots of litter bins. I often saw cars driving away from there and hurl a load of rubbish out of the window less than a 100 yards down the street. Councils should have to power to bill them for cleaning up. Puts you and Tesco in the same camp then. You both expect the taxpayer to pay to clear up someone else's mess, rather than the perpetrator.
