Is it not contracted out? If it was, the contractor should pick up the cost of errors, not the council.

Ours aren’t. Still in-house.

I got a delivery at Christmas from a delivery service who shall remain nameless who decided to put it in my bin rather than just knock on the door ... but that’s the start of another rant subject

Time was it’d be a rant about what the bin men DID take.  Lost more than a few footies and a cricket bat I remember from when I was a kid ?

Getting the back of the hand off me mam for leaving them out was insult to injury.  Or injury to insult I suppose ?

I've had them when they've put one of them cards through the door, you know, we tried to deliver this but you were out (how do they know I was out? Maybe I was having a hard time on the bog), and they say they delivered it to your neighbour and put a name but not the house number. So you look at the name and think who the hell is that? and have to spend the rest of your afternoon wandering up and down the street knocking on doors asking if they have a package for you. When that one bloke said, I've got a package for you, in a rather creepy tone I legged it!

My next door neighbours both have the same name so it's always a bit of put luck when they don't put the number on.

Joint Waste Partnership Contract Award, 08 January 2019

Local councils appoint Biffa to provide waste collection and street cleansing services

A new waste, recycling, street and beach cleaning contract will start in Hastings, Rother and Wealden from the end of June this year.

Biffa has been appointed to provide waste and recycling collection services to all households in these areas and to provide street cleaning in the Rother and Wealden areas.

Hastings will be providing its own street cleaning in-house and all of the new arrangements will start on June 29.

The appointment of Biffa follows a robust procurement project conducted by Hastings, Rother and Wealden councils over the last year following a mutually agreed early exit from the current contract with Kier Environmental Services.

Councillor Tony Ganly, Chair of the Joint Waste and Recycling Committee, said: "Collecting household waste and recycling and keeping our streets clean are essential public services and all the councils are delighted that Biffa will be our contracting partner.

"As a specialist waste management company with a long history, Biffa's company knowledge and experience provides us with confidence they will deliver our residents with an excellent quality of service."

Simon Baddeley, Biffa Municipal's Development Director, said: "We're delighted to have been awarded the contract for waste collection, recycling and streets cleansing by the Joint Waste Partnership. We'll be ensuring our brand new fleet will support a seamless handover from the current waste collection provider while continuing to deliver cost-effective services.

"We are also excited to be able to use our technology to provide not only a better service for members of the public, but also a safer one for drivers and residents. With the addition of 360-degree cameras to all of our frontline vehicles we will not only keep them safer, but also inspect streets more efficiently while operating the new street cleansing service."

Under the current contract with Kier Environmental Services, which started in 2013, the nature of the waste and recycling environment has changed enormously.

The councils will work in partnership with the new contractor, Biffa to meet the service requirements expected by residents, employing a flexible approach to meet the challenges of the changing waste environment and legislation.

Waste and recycling collections and street and beach cleaning services are an essential public service provision. Whilst local authorities are still facing significant financial challenges, the appointment of Biffa on a seven year contract is welcomed by the councils.

On recycling, is there not massive scope for employment and set up numerous recycling centres, instead of shipping overseas.

In addition to our bi-annual trip to Ayr I am sure there are some landfills on the way up that have shaped into hills and mixed with soil to generate an almost natural looking landscape.

One of those days.

Got a rough cold at the minute, coughing like I’ve been chaining Capstan’s for years.  Unfortunately with the damage to the spine, an extended coughing fit just before I got up (and I got up effing quickly) meant I crapped and peed myself while hacking up lung chunks.  Just needed something coming out of my ears for the full set.

Got to work later, got out of the car and split the crotch of my pants.  I’m a white guy and it’s cold here, I don’t need any draughts blowing around that area.

Back to work after a change of pants and the battery on my laptop crapped out.  Engineering floor tea supplies have run out and a smash and grab raid on the Sales floor came up empty.  IT are rumoured to have some but they locked themselves in their basement several years ago and none of us are sure if it’s a human answering the emails now or some sort of weird AI.

The Usual Suspects show up late for our regular meeting and I find a batch of over a thousand parts which had been supposedly thoroughly reviewed, checked and re-checked have errors.

I think Friday has been bound, gagged and dumped along a stretch of empty highway and Monday has taken its place.  Mother er.

It reads like the plot for an as-yet unmade Norman Krasner film.

Had enough of the idea that anyone serving a sentence less than 6 months shouldn`t go to jail .Argument used is that 90% of people who go to jail re-offend . My argument is 90% of people go to jail because they are dangerous .The more rope you give people the more they will look to take advantage .There was a man on our local news who recently was jailed for murder , he had a history of 45 convictions for violent offences . The whole system in this country is wrong  , hit them hard and early and they not might want to go on to more serious crime .

I actually agree with stopping jailing folk for under 6 months.  Over 6 months, it’s a serious crime you’ve done and no sympathy but there’s a lot of things you can go to jail for now <6 months that are right into a middling category.  Once you’re in jail, that’s it, a whole pile of career options stop immediately and it’ll stick with you for life, even with Rehabilitation laws and rules.  Even then, for many of the career criminals, a stint in jail will just harden them and give them that nice badge of honour.

I’m far more in favour of alternative punishments, for example the countries who fine you based on net wealth rather than a set fine if you’re lucky enough to be wealthier than average.  Fining someone with £1m in their bank £100 is going to do nothing but annoy them but fine them £200,000 is going to really hurt.

Extend that to those <6 month jail sentences and you’d have a more targeted effect.  For example, there’s clear evidence of the deterrent value of humiliating community service work for gang offences, while a small jail sentence is a badge of honour.  Again, we’re not talking about the really serious crimes, we’re talking about the middling group here.

It’s certainly one worth investigating as we can’t just keep banging more and more people up in jails.

1.What percentage of fines remain unpaid?  What recovery steps are taken?

2. Sentencing is not easy...might as well be hung for a sheep as a lamb.

3. Severe sentence is no deterrent if the chances of detection and conviction are low.

4. To what extent are jails merely crime schools?

5. Whatever happened to

- community payback?

- personal and parental responsibility?

- the police force rather than the police service?

I read stories like this and can’t decide what to be more angry about, the abuse of these vulnerable autistic people, or the system that allows the vile people to get away with a £4000 “fixed penalty” fine rather than any criminal liability.

I think I’ll go with both. It’s a sodding disgrace, but then we are where we are as a society.

It was decided to rename them Services rather than Forces, as the word Force was deemed to be too aggressive, it started in Northern Ireland (PSNI)

I still think the PSNI should have been renamed the Northern Ireland People's Police Law Enforcement Service

This would emphasise the cross community aspects of them being for all the people of NI and show they are about bringing comfort and succour to all.
