There were some leadership issues with more than one party claiming to be the leader of the body in Thailand.

Rugby Union is involved...

I believe they are on track to be back to being sanctioned very soon.

It looks as though the Isaan Federation of Clubs XIII (the North East) is recognised. It is listed on the NRL Asia website as a member, alongside all the country members. IFC XIII seems to be quite an active body and, in addition to the Thai teams, there is one team from Laos, the Mekong Fireballs.

Yes there have been competing factions in Thailand for a while with the Issan group also operating relatively independently (and also being by far the most legit). If it was within the jurisdiction of the RLEF I'm pretty sure they would've stepped in a while ago.

Unfortunately they are the only team from that region that meets entry criteria for the RLWC. The higher ranked nations (Philippines, Japan, Solomon Islands, Vanuatu and Niue) are not yet RLIF affiliate members so can't enter the RLWC, meaning the Cooks get the spot by default.
