Is Widnes' 12 point deduction official?

Well at least there's an incentive to get the debts paid.

If it's all paid off, do they avoid deductions?

Doesn't look like it, reduced to 6 pts deduction? 6.2 (b) probably relevant here. Taken from https://secure.rugby-league.com/ign_docs/Insolvency Policy_final PDF.pdf

 

6.2 In the event that the Board decides to impose a sporting sanction (confirmation of which shall be issued in writing to the Sanctioned Member), the Board shall impose upon the Sanctioned Member as relevant (or its subsidiary participating Club) a deduction of 12 points (or the equivalent of the league points awarded for 6 wins from time to time) save, subject to paragraph 6.3, in the following circumstances when the following points deductions shall be imposed upon the Sanctioned Member, as relevant:.

(a) In the event that the Member has entered into a CVA pursuant to which all of the Member's debts bound by the terms of the CVA are to be paid in full (save that this need not include any debt to a creditor who is a Person Connected with the Member) then a deduction of 6 points (or the equivalent of the league points awarded for 3 wins from time to time) shall be imposed. The deduction in the sporting sanction provided in this paragraph shall not apply where 75% or more of the Member's debts compromised by the CVA is owed to Persons Connected with the Member.

(b) In the event that there is an undertaking by any party to pay all creditors of the Member (other than any creditor who is a Person Connected with a Member that has been subject to the Insolvency Event) and all such creditors are paid in full within 6 weeks of the Board issuing its notice to the Sanctioned Member of its decision to impose a sporting sanction pursuant to paragraph 6.2, a deduction of 6 points (or the equivalent of the league points awarded for 3 wins from time to time) shall be imposed.

The takeover involving the proposed consortium is subject to contracts and RFL approval, which the club is extremely hopeful will be granted on Friday. At that point, the sporting sanctions, such as the 12-point penalty for Widnes Vikings in the 2019 Betfred Championship season, will then be applied. 

This is from the Widnes press release tonight so appears it's a 12 point deduction.

If that's true then it can be assumed they are not meeting the requirements for a 'reduced' deduction.
