That’s nothing but a pipe dream. But based on the lax farcical eligibility rules, the Canadian team could very well consist of those imported players. So there may be some legitimacy to your post

You can't expect them to be jam-packed with Canadian players of sufficient talent so early on.

In 10 years you can.

I'm not sure how you reach this conclusion from Tonga beating Australia.
