The amount each Club can spend on its first team players is (subject to certain exemptions and dispensations) limited to the lower of:

-          The finite Salary Cap limit of £2.1m; and

Yes mate, but then read the finacial Sustainabilty regulations, it will become clear.

TBH the Champ and L1 regulations have the glaring error that you've pointed out, in that only those clubs in special measures appear to have a sustainable cap, whereas all SL clubs are subject to one based on their agreed operating budget...…..
