Would 2nd tier RU have suddenly become more popular and the RL one less? Obviously not. The average attendance for the 2nd tier tells us little because the outliers have such a vast effect on it You don’t pick and chose which teams you include when working out an average attendance. Yes there are outliers, but it’s like saying Scottish attendances are small if you exclude Celtic and Rangers.

It's not Eddie in fairness because "Scottish attendance" will always include both Celtic and Rangers even if one or other for whatever season is out of the top flight whereas Scottish Premier League attendance will vary in such circumstances. A club knowing the literal occupancy of the ground for an emergency, and the reported attendance of any game (usually # of tickets sold), are two very different things. To use your analogy it would be like comparing the scottish premier the year before rangers were promoted to the year after and then thinking scottish premier football had suddenly become incredibly popular No it wouldn’t. Do you mean that they are able to do so or that theY do actually misreport the figures. If so, isn't there a word for that.
GUBRATS
The bottom line is as long as there is an empty seat or standing spot , the relevant club needs to work harder next time , this applies to every club

I mean they have to disclose for health and safety reasons, amongst others, so there could be 5,000 in attendance but the announced attendance could include unused season tickets for example and be 8,000 Huddersfield Giants Supporters Association
