That would have meant being unavailable for a possible Challenge Cup semi final though.

Then they have got it wrong. 

The operational rules state attacking testicle is a Grade F. There is no Grade E punishment for this offence.

The original charge was 'other contrary behaviour' not 'attacking the testicles'. The former is A-F to be determined on a case-by-case basis and the grade can be changed at the tribunal, whereas the latter is just F. Presumably then contact was more 'meat' than 'two veg' (can't understand why the offence is so specific about just testicles) but the detail isn't on the disciplinary report.

He's been incredibly fortunate either way.

I hate to see a manipulation of the system like this.  It was clear what he did.

Yup, it's a compete fudge and shouldn't be allowed to happen.

Surely you arent surprised by this, the whole procedure is a farce with them basically plucking bans out of their posterior for years.
