Smithies should be off for that.  Getting a bit silly the amount of clear sending off offences missed in game and 'moped up' with multi game bans by the disciplinary especially now all games are televised and have a video ref.

Is there a hard and fast sanction for that sort of tackle or are we still on 'interpretation'? I'd have said red myself.
