In SL only the top 25 count on the cap.  Unless someone in the top 25 doesn’t play enough games to count.

I don’t see how with dispensations the top SL clubs will be spending about £2.5m on on salaries. Add to that whatever part of the marquee signings that doesn’t count towards the cap you could easily be close to £3m.

Those will only apply to a handful of players at the few clubs which can afford to pay out that much.  With half (or more) of the SL clubs spending less than the full cap the SL average will still be much lower than the RU Premiership average even with those dispensations figured in.

Leeds, Wire, Catalans, Wigan, Saints, Hull and Huddersfield will certainly be spending up to cap as they have marquee players. Cas won't be far off and even with the funding discrepancy I doubt Leigh will be miles away either (though on less good players given the difficulty recruiting for the championship). KR very much depends on which way the wind is blowing it would seem.

Only Salford and Wakefield are openly and consistently way below cap - not half or more of the league.
