Community Club Update - 19th March 2021

 

 

Competitions

Mar 19, 2021,  

 

 

Good afternoon

 

As part of the next stage of the Government’s roadmap out of national lockdown, outdoor sports facilities can open, and organised outdoor sport can take place. This means that from Monday 29th March, organised outdoor Rugby League activity, following all RFL and government protocols, can take place.

 

The aim of this note is to share with you what we currently know about what the return to activity at the end of March will look like to help your planning. This is based on our conversations with the Government to date and information published on Gov.uk. Please note that our updated guidelines will be published as soon as we receive the DCMS Sports Specific guidance. We expect that this will be early in the week commencing Monday 22nd March. Please note that we will need to regularly update our own guidance as we move through the different steps of the Government’s roadmap.

 

Sport England have recently released an updated list of FAQ’s relating to Step 1 of the governments roadmap, with phase 1 of this having begun on the 8th March and phase 2 due to begin on the 29th March.  These questions can be accessed HERE.

 

For clarity, full details of what is included in each step can be found HERE.

  • Step 2 will begin no earlier than the 12th of April.
  • Step 3, no earlier than the 17th of May
  • Step 4, no earlier than the 21st of June.

 

We expect further guidance will follow as we approach Steps 2, 3 and 4. This further guidance will only be issued in the week before the move to the next step.

 

To reiterate our proposed timelines for our Community Game Return to Play are detailed below:

· March 29 – Training can begin – This includes return of Touch RL, Try Tag and X-League.  There is a phased return to contact.

· April 24/25 – Primary RL games may commence

· April 24/25 & May 1/2 – Friendly fixtures may take place

· May 8/9 – Competitions may commence

 

Tiers

The tiered system has now been removed and the Government’s approach moving forward, will be a national approach.

 

Travel

The Government guidance on travel is that the ‘stay at home’ rule will end on Monday 29 March, but many restrictions will remain in place. As organised sport can resume, all participants may travel to games but should avoid travel at the busiest times and routes, as well as minimising any unnecessary journeys where possible. All participants must follow the Government’s guidance on safer travel , which we expect will be updated shortly.

 

Changing Rooms

Changing rooms cannot be used as part of step one in the roadmap out of lockdown and must remain shut. We are working with the Government on what this will look like through each step of restrictions being lifted. We are anticipating restricted use of changing rooms will be allowed at Step 3 and will update further in due course. We will update our guidance as soon as we have any further information. Toilets will be allowed to open, 30 minutes before and 30 minutes after training and/or matches.

 

Spectators

No spectators are allowed at training or matches as part of step one of the Government’s roadmap, unless for safeguarding purposes which should be limited to one parent or carer per child. Again we are anticipating this will change as we progress through the roadmap.

 

Indoor Sport

Indoor sport is not currently allowed. This is planned to return no earlier than Monday 17th May, as part of step three of the Government’s roadmap. There is an exemption for organised indoor disability sport including changing rooms.

 

Kirklees Council

We have been informed by Kirklees Council that COVID Compliance Officers will be monitoring sporting activity, to support and assist as much as anything, but to also ensure guidance is being followed. If they flag any areas for improvement, we ask that Clubs work with them to take immediate steps. The intention is not to be over officious, however, if a club is clearly ignoring any request to deal with unsafe practices, then they may be reported, and further action may become necessary.

 

Participant Registration Links

It is imperative that players are registered before they return to activity, this is to ensure they have read and agreed to the newly added Covid declaration.  Included below are the links for players, coaches, and volunteers to register on LeagueNet.

Clubs are reminded that it is the responsibility of the player (or player’s parent/guardian if under 18) to complete the registration process and not the club on their behalf. This is particularly important due to the current Coronavirus regulations as there is an opt-in agreement that must be re   viewed and agreed to as part of the return to play process.  If this is not followed the Club could find themselves in breach of the RFL Operational Rules and will be found guilty of misconduct.

It is mandatory for all Coaches, First Aiders and Club Welfare Officers in particular, to be registered on LeagueNet.  This will enable us to ensure that Coaches and CWO’s have the appropriate qualifications in place. 

 

Expression of Interest Forms – Open Age

Application forms for our Open Age competitions have now been circulated with an initial deadline of the 19th of March (today). If you require a link to a particular application form or would like further information on a particular competition, please contact competitions@rfl.uk.com.

 

Open Age – Friendlies

At this stage we expect friendly matches to be able to take place from the 24th of April. Any matches will need to be sanctioned by the RFL so they can be added to the LeagueNet system. Please contact competitions@rfl.uk.com or your usual Competition Administrator with the full details of any matches you are looking to arrange.

 

Social Rugby League

Non-contact Social RL (Touch RL, Try Tag, X-League) will return on week commencing 29th of March

As with everything we are on hand to help and support you through these challenging times and will be looking forward to the return of activity and opportunities that it will bring for us all. 

 

Masters Rugby League

Master’s training can recommence week commencing 29th of March in line with our RTP.  Games will however only commence from the 22nd of May when hopefully clubhouses and the use of changing rooms will be permitted.

No overall co-ordination on the return of our game across the board apparent to date.....

Let's hope we don't get a messy miss mash restart with covid related issues and subsequent finger pointing...The RFL are  after all in charge of most of the  competitons.

This looks pretty co ordinated to me though I know it is up to clubs when they do start

Why would there be finger pointing? Did any happen during the games played at the end at last year?

When are the NCL starting competitive games, I heard that all clubs were asked their opinions?

When are the NCL starting competitive games, I heard that all clubs were asked their opinions? 

All NCL clubs via their first team coaches are being consulted on zoom type meetings starting tuesday. The water is being tested as to thoughts of playing without changing facilities or at least dedicating them to the travelling side ( max 6 per room at present ) .

Step 4  ( everything open ) would see a restart on 26th June.

Step 3  ( clubhouses open subject to rule of 6 and social distancing ) with limited changing room use would see a restart on 22nd May.

All NCL clubs have been polled as to this year's competition format and given the various  constraints favour a 7 x 7 regional structure.

Regional Leagues are being canvassed by the RFL as to what they might want to do - friendlies or actual leagues with a request for hands up as to who wishes to participate.

My plea is  simply for a co-ordinated governance controlled return to play with a desperate wish to avoid any clubs going it alone cutting corners and potentially thereby cocking it up for all the rest.

Have the clubs been made aware of this as just spoke to a mate who is secretary of an NCL in Div 1 team, he didn't know about the coaches meetings or that the structure for the season had been decided? 

He asked should he come onto the forum to be informed of the NCL news 🤣

Club reps Mike Denning and Billy Dillon aim to be starting with the Premier sides on tuesday and it will be rolled out to other divisions from there.

As to the format I have not stated what it will be , simply the clubs' present  collective views. No doubt the NCL Management will take that into account when they   are eventually allowed competitive  rugby and the use of decent facilities.

Your mate's club  will have received correspondence  from the NCL on this seasons options and can expect more to follow.

As for NCL news what is going on to an extent is up in the air like everything else . The Covid threat needs to be met  and neutralised before the Community game can get going again ....😟
