According to the French forums, Lucas Albert has signed to play for TO when the Elite One season finishes

Do you Gigot might sign up too or He may go elsewhere for a loan move?

Really pleased about this. 50 SL games under his hat and just 22 yrs old. Will be probably free to join TO in the last week of June if the Canaris reach the Elite 1 Champoinship Final. Giving him a dozen games not counting any possible play-offs.

Stade Toulouse own the stadium though, not the local authority.

Maybe but the City Council donated a new hybrid pitch for Ernest Wallon costing €4m and which facilitated the TO move into the  Stade Toulousain's ground.

That was part of the money normaly put To rebuild the stade des minimes. €4m is pitch, cloackrooms and press room.

I know. They lined the pockets of the RU club using the funds earmarked for the RL one. It still doesn't change the fact that Stade Toulouse own the stadium, not the council.
