Panthers want a New Stadium

Why not? Everybody wants one. I've often said NSW has a stadium-based economy.

From the 3 levels of Government. Local City Councils don't usually pay much although they own and manage the grounds (generally). If you can convince the Federal Govt that it is a marginal seat which they might either shore up or swing then they cough up most of it.

It doesn't always work. A few years back the State MP for Manly was NSW Premier and the Federal MP for Warringah was the PM and Brookvale is still a dump.
