If played in Sydney, surely this is not an IRL sanctioned international.

The inability for international arrivals means it must be Aus residents, which led me to believe that it wouldn’t be IRL sanctioned, but, it appears from @Smudger that indeed it is, although it would not be observed under Test status.

As I recall, Alex Szostak had Polish grandparents on his dad's side, and Scottish ones on his mum's, hence his playing in the World Cup for Scotland.  I think his dad came from Marsden and his mum from Barnoldswick (Barlick, if you prefer!)
