I’d disagree with that.The RFU was founded in 1871 by clubs who broke away from or had not yet joined the FA over the issues of hacking and handling.

The FA was itself founded in 1863 to bring order to the various football rules being followed at the time and it was essentially an amalgam of Cambridge and Sheffield rules that prevailed.

William Webb Ellis started the game of rugby when he picked up the ball and ran with it during a football game at rugby school. He was later expelled for running a tobacconist business on school premises and had to go to some deadbeat comprehensive school in Huddersfield where he tried to get pupils there interested in his rugby game. The local boys were not interested in the slightest and he could not find enough pupils  to create a rugby team. Instead, the ever inventive Webb Ellis decided to play with only 13 players. His new school team regularly battered the likes of Eton and Harrow despite only having 13 boys who were able to play, and so were told that they were no longer welcome on the fixture list. 

As a result, the Huddersfield headmaster asked around some local schools in Yorkshire, and despite limited interest, a few schools banded together to form a local league. The headmaster of one of these schools (in Leeds) was actually Adrian Morley's great grandfather, but he missed the train to the first meeting of the league committee, so they told him that his school couldn't play in their league. 

It is only because of William Webb Ellis, the father of the 13 man game, that Rugby League exists.

Soccer has been used for over a century in the UK to distinguish from other types of football, in particular rugby football, and as stated comes from its full name of association football.

The idea that soccer is not British English is purely revisionist. It's just like rugby union referring to itself as just "rugby" in the UK whereas it was always referred to as rugby union to make a distinction to proper rugby. It's a claim to domination. 

 

 

as an aside, I think it was only the 1980s when the Times stopped having a page headed 'football results' that then divided into 'Association', 'Rugby Union' and 'Rugby League' - with the implications that they were all football.

Until RU went pro almost all the top sides I can think of were still describing themselves as 'FC' rather than RFC or RUFC. In Birmingham the council road signs actually signposted to Moseley FC(RU).
