One other home nations 

3 match test series every year(New Zealand/Fiji/PNG would be favourites)

The 3 match test series would be costly but is doable with TV and sponsorship roughly 150K (But can be greatly reduced with a deal with an airline)

France playing England twice home and away is exciting and not before time.

As for hosting a 3 test series against nations like NZ, fiji and PNG I can’t see where the funding comes from for both PNG and Fiji to cover the cost of the tour whilst NZ could probably  cover the cost of touring France and maybe England.
