Well, you'd probably have to get rid of the parent rule as well to have quite that big of an effect.

The PI's would still be able to put out very strong teams

I’d pick a future date that this rule is abolished so it forces governing bodies to be more proactive. At the moment they are doing all that they need to (ie finding players with grandparents) to be competitive. 
If the grandparent rule was abolished we might see more proactive governing bodies finding clubs for their players to continue to develop at (ie the Greek fella joining London skolars).
