Compare that to Ireland and Scotland, who've been in WCs for years and still not bothering with development.

And England isn't in France, but it would be in both tournaments interest to switch a game between tournaments. Especially if its a dead rubber game.

I reckon there was at least 100 based on singing of the national anthem. There were at least a couple of dozen greek flags and plenty of people having selfies with the team when they came over to the stand at the end.

Wales isn't in England but at the 2015 RUWC it was! I certainly see the logic.
