I think penalty try is harsh.

He tackled him way with the ball so penalty, and maybe a sin bin, but if he hadn't tackled him early he would have tackled him with the ball and it was still 6 or 7 metres from the line.

There is no requirement for 'definitely'. 

If the ref feels he would have scored, its a penalty try. 

It does make you question why it's a different approach to what we have seen in high profile SL games over the last couple of years.

This is the first game in the World Cup where there has been a big score where I have been disappointed with the effort of the losing side.
