Interesting situation

London went to TO yesterday without first choice props and scrum half apparently due to the french government rules

“Emmanuel Waine, Wellington Albert and Henry Raiwalui however are simply not allowed to travel. To say we’re pretty upset with the situation is an understatement but there is nothing we can do. We’ll be picking it back up with the governing body on our return because the integrity of the competition has been seriously compromised.”

Think club should find out what the heck is going on to see if we fall into the same trap

Sounds the same to me too. Whitehaven managed to have a Fijian player in their team a month ago without issue, so it does appear to be possible.

Although unlike the Bronco's players he'd played in France for the previous 7 seasons so his paperwork situation is likely very different, especially if he's going back to play in the next Elite season.

Fair enough. Ultimately I suspect we'll never know the full details, however my view remains that it's likely to be an error by London unless something becomes apparent to disprove that theory.

Visa applications and judgements are often not straightforward or logical. See eg

The rejection of the three children’s visa applications came despite them travelling on an organised, €450 four-day package trip with their teacher on a visit booked through long-established school trips company, PG Trips. A fourth student, from Cambodia, who made an identical application, was given a visa for reasons the school does not understand.
