I think it's cultural. In what we think of as 'US' sports, especially ice hockey and maybe basketball, it's quite a common thing to do, but they have long had large squads so lots of numbers to work with. And in those two cases, as you suggest, the number isn't an indication of role / position. I initially thought this might be a nice gesture and am surprised there's not more appetite for it, but others know the game better than I do so I respect it. But there was a time when some clubs numbered their loose forward 14 but that died out when subs came in in 1963. It seems strange that we've now had 4 subs for almost the same time as we had 2.
