There is a hard core of clubs that don't want them i would say now 5. Anyway if the NRL make the move then it's game on Tell me more Paul. What do you know about potential NRL ‘moves’?

I just think they sign too many SH players and they don’t seem to offer enough opportunities for young French players. From memory, Catalans have a relationship with about 9 schools in the area, plus Pole espoirs, plus their own academy Campus. I don’t think TO have a lot going on other than a few local (Carca - St,Gaudens-Albi) schools. I would imagine the biggest problem (if they even had the SL money) would be everyone going in the same direction regards development. That would be a shame because one thing that they don’t seem short of are facilities and families taking their kids to sports training/competitions on a weekend. barnyia
Catalans have nothing to do with the pole espoirs, they even ask their players to quit the pole in the 3rd year to concentrate on training with them, Toulouse help out pole France in Toulouse, training sessions with them and the Toulouse coach goes in sometimes to coach etc. Toulouse have a centre de formation. I've no idea if either club go into schools.

Then you're delusional about the sport you are watching mate. What you want is fanciful right now given the state of the game. Maybe in 40 years, but not now.

barnyia
Carcassonne pole espoirs, salon de Provence pole espoirs, and pole.france at Toulouse, pole espoirs is where the young players study at school in one of the towns/city and train in the afternoons/evenings during the week, with quality coaches, weights and ball work etc my youngest is at Carcassonne pole and my eldest has just left pole france at Toulouse, great set ups, it's a selection but the parents still need to pay for the digs and inscription, plus the clubs help out.
