Widnes stability came from them having 1 aim and being able to set themselves up to achieve that. Their stability is from being able set themselves up as an SL club in the championship so that promotion wasnt a choatic destructive time, but a planned and prepared movement.
They were stable at that level because they werent having to throw everything in to winning the GF for promotion, but could throw everything at their infrastructure and invest in themselves rather than the squad.
Widnes stability came from having a great owner. They spent up to the cap every year in the lower divisions. They couldn't have spent more on their squad even if they wanted to.
