I noticed that the ref mentioned the shot clock throughout the Toronto game, but I was led to believe that the only change to the rules applied to the interchange number. I've tried searching the web and only get super league changes. It's a bit frustrating

Can anyone tell me if the shot clock rule at scrums apply in the championship and who monitors the 35 seconds?
