Nope, it was for the held call. You will not find it in the laws of the game nor your one. Only the basic laws of playing the game are published and not interpretations.

Players complained in big games they couldn't sometimes hear the held call because of crowd noise. It couldn't be changed just for big games so it was changed so the ref could call them back to the original held mark.

Rowley only coaches running, passing and tackling. He doesn't seem to coach bird impersonating,
