You need to be a product of that country's domestic league. It is a good rule and countries should be relishing it rather than scrambling to explore all possible loopholes.
Yes, Edinburgh Eagles I would say will be the most likely source.

You are right. But the key difference is Italy are forced to play games as part of their WC qualification route via Europe. (So I believe their last home game was 2019) Lebanon, being in the Middle-East Africa group, have had a free pass, and basically only needed to beat South Africa once every 4 years to get their WC spot.
So that aside, they had no "mandatory" fixture obligations, so rarely play and when they do, it is always in Sydney.

Can anybody tell me how old Westgate Common are, and what league they play in? I have to confess, I had not heard of them until recently.

Definitely less than a thousand there yesterday, cold, six nations and I don't think the live stream helps, especially when it's windy and cold,
I reckon a couple of thousand max for the Lézignan v limoux game,
I watched the whole first half. It was a great effort from Toulouse, though I always had the feeling Carcassonne would eventually come out on top.
The stream was excellent quality and the camera was facing the main stand, which looked like there were only about 100 people in it. Not sure if there were some more spectators on the camera side. But if there were, I don't think there were many, based on the sound coming from there.
I have watched other Carcassonne matches this season where they did get decent crowds. Here it is worth noting a few things:
1. It looked like a bitterly cold and windy day
2. France vs Scotland Six Nations was on at the same time.
3. Carcassonne RU were also at home the night before.
Not sure how relevant points 2 and 3 are but I assume there are a few dual code supporters.

I don't consider Lebanon to be a "northern hemisphere" team. I don't think they have much interest in being one either. The last time they played a match in Lebanon was 2017. Prior to that, 2011.

I noticed Avignon player their home match in Entraigues today. I saw a few little clips on instagram, their tiny grandstand (maybe 150-200) looked full. Not sure if there were any spectators on the other side. Does anyone know why they played there instead of Avignon?

I bet this is the reason England have shunned it: The plan is to send a Knights team, but if they are left without an opponent (all decent southern hemisphere nations make plans of their own) then they will fall back on this and send their full team.

I have no doubt that it will happen. But the fact that EnglandRL and RFL social media accounts continue to ignore last night's even, nearly a whole day after it happened, is indeed a cause for concern. Are they having second thoughts perhaps?

I thought I read in the lead up to the World Cup that the Bears were going to establish some new clubs locally. But perhaps they too were referring to more age groups within the Bears club.

I think you might be right. If I remember correctly. The bottom team of the group is not eliminated from WC qualification, but gets another go in 2024.

I believe, they have quite a few heritage players in the French Leagues and are almost completely reliant on them now.

If I were to predict the outcome of each Group:
1. England 2. Ireland 3. Scotland 4. Serbia.
1. France 2. Wales 3. Italy 4. Spain
First group is easy. Second group is a lot harder. France, Wales and Italy are a lot harder to split. I am curious to see how many of Italy's top Aussie talent will commit to games like these (Paul Vaughan, Nathan Brown etc.). So there is a bit of an x-factor there.

There is little evidence to suggest that they will though. I would love to be proven wrong and I see no reason why Opacic and Cotric should not play. Neither one is in contention for Kangaroos selection. Unlike the Trbojevic brothers.

Next to none, sadly. Greece would have been a far more logical option for Group A.
...or even more logical. Remove Spain and Serbia and have the two groups of three format like they usually do. Serbia and Spain could then play in Group B, where they kind of belong.
