unreserved south stand lower adult Ticket?

Looking forward to magic weekend but in reserved seating this time- a bit late in buying ticket this year--. I guess so more percentage allocation can be sold in this area than if it were unreserved?

I spoke to rfl ticket office who explained upto 20% of unreserved area kept back to allow free movement in unreserved. lower tier.

 Does anyone know if the rfl have looked at how many people actually stay for all the games? and if this is taken into account when calculating the amount of free space needed?
