So why did odonnell get put on report when he did something silly in full veiw of the refs standing yards away.

No brainer 10 minutes.

It'll be reviewed by the committee on Tuesday night and maybe some penalty will follow for O'Donnell. Still that's not the same as instant justice where the other side gets some real advantage for ten minutes.
